Sources and method

Ranking counts USCIS initial approvals summed over the trailing three fiscal years. Volume measures how much an employer uses the program, nothing more: a large sponsor is not automatically a strong one, and a small sponsor is not automatically weak. The employer pages behind each row add the context volume leaves out — approval-rate trends, PERM green-card follow-through, wage percentiles and worksite placement, each computed from the same public files and stamped with its data period. Counts reflect petitions, not people, and the agencies revise their files over time; the figures here update with each quarterly reload. Consulting and staffing firms tend to dominate the top of any volume ranking because their business model files at scale — the per-employer pages state each company's third-party worksite share so readers can see that distinction directly rather than guess it from rank position.
